About Us
The energy sector is changing radically in response to the challenges of de-carbonisation, de-centralisation and digitalisation. The focus of this change is at the “grid edge” where customers interface with the energy system. Customers are starting to engage with energy in new ways as producers of electricity (“prosumers”) and with the expected rise in electric vehicles. With more intermittent generation on the system, storing energy or using it at different times will allow customers to make real savings. The de-carbonisation of heat remains one of the biggest challenges and will require customers to change how they heat their homes and which means it will be much more visible to them than de-carbonisation of electricity.

Underpinning all these changes there needs to be major change to energy regulation across the value chain from how network charges are set to consumer protections around privacy.

Grid Edge Policy aims to be an influential voice in that debate working with consumer groups and industry to reshape the regulatory landscape and deliver real benefit to consumers.
Maxine Frerk
Founder & Director

Maxine has wide regulatory experience including 15 years in Ofgem in senior roles and previously at BT. Most recently she was a member of Ofgem's executive board responsible for all aspects of regulation of the distribution networks, including setting the RIIO ED1 price control and launching Ofgem’s work on flexibility and the future of gas.
Earlier in her Ofgem career she led on consumer policy and was a member of the government’s Fuel Poverty Advisory Group. She also has significant experience on smart metering, including two years in DECC as Deputy Programme Director.
Since leaving Ofgem at the end of 2016 she has been working as an independent consultant for a mix of regulated company and consumer / community group clients. She also chairs SGN’s RIIO2 Customer Engagement Panel and the supplier group charged with overseeing the performance of Smart Energy GB.
To broaden her reach and bring in other skills Maxine also works with a number of organisations including:
